So do you know you can register your phones to contact emergency services via text message? To send a text message uses less bandwidth than a phone call, so if you are in an area of low signal you may get through via text message.
What you need to do is open a new text message, in the to (i.e. phone number) put 999. In the main body of the text put the word Register, like in the photo below. Send it off and you will get a message back about terms and conditions, reply Yes then your phone number is registered, even if you change your phone you are still registered.
We know that phone signal can be poor but it might just help you get through via text message.
